The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are fought: hopeful statements are released from different nations. Significant resources is allocated on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from across the border, a capability afforded by current data. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through partner states. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly imported technology. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are evidently unprepared to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, endure.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington works based on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is impossible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its advantage.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
