The Former President's Woke Alarm Misses The Continent's Real Danger: Economic Stagnation.

The recent US security policy document offers a misguided assessment of the European Union. The document asserts that unrestrained immigration and what it terms "woke" policies represent an existential threat to European civilization. Yet, this perspective is based on a serious misinterpretation of the situation. The true danger facing Europe is not cultural but technological and economic lag.

The Stark Growth Gap Separating Europe and the US

The data reveal a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like France and Italy.

Today, about 50% of the world’s top fifty technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap is driven by superior productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The scene of world technology leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have grown into companies valued at over ten billion dollars, compared with just 14 in Europe.

This disparity prompts a pressing issue: As the competition for future industries like semiconductors, AI, and fusion energy, where does the EU stand? Most analysts agree it is largely a contest between two involving the United States and China, with Europe entering at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU still lacks a true unified investment market, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a service under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among 27 different national regimes, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, business failure was once met with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its ability in pioneering research.

A Path Forward: Grounds for Hopefulness

In spite of these challenges, there are reasons for hope. European leaders are growing more conscious of the severe threat and have started to propose substantial change. Key reports on EU competitiveness and the single market highlight the necessity of major changes.

With the right policies and rule changes, these assets might enable far greater degrees of commercial innovation.

Europe retains considerable advantages: skilled workforce, top-tier schools and universities, and premier labs. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation technologies, it can still significantly boost economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, without bold steps to tackle its deep-seated problems, today's gradual weakening could give way to a rapid and permanent decline in world influence.
